Conceived in 1995, the Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA) is composed of the national awardees of the Annual Search for the Ten Outstanding Boy Scouts of the Philippines (TOBS). As a development arm of the Boy Scouts of the Philippines (BSP) youth program, TOBSPA ensures that its members remain dedicated in their service to the Scouting movement. Furthermore, TOBSPA involves itself in various advocacies, including youth development, social accountability and good governance.
The inception of TOBSPA was possible only through the prior establishment of the TOBS Search. Initiated in 1989 by then BSP President and Education Secretary, Isidro Cariño, the Search aims to recognize Scouts’ sterling achievements in school and community leadership, academic excellence and good moral conduct; Scouts who would serve as role models for the youth.
In 2009, the 20th anniversary of the TOBS Search, BSP has already recognized 208 outstanding Scouts nationwide. These awardees remain devoted to serving the nation and creating a better world by contributing their talents through various avenues. Majority of them are still active in the Scouting movement as adult leaders and even as Council executives.
