Since its inception in 2005, the Gawad TOBSPA for Community Service has been named only after truly great individuals—men who, through Scouting, were able to create considerable impact on their respective communities within and without the movement. Through it, we pay homage to the honoree’s labors and achievements that best demonstrate the Scout’s sworn duty to God and country—service that is passionate, relevant, inspiring. The Gawad calls for nothing less than heroism—heroism through self-giving, through service, through inspiring others to do the same.
It is only fitting, then, that we name this 2011 Gawad after one of the most inspiring figures in the Boy Scouts of the Philippines—a veritable champion of quality scouting, a man with unwavering faith in the Movement as a means of social transformation. He is a Public Relations Consultant in the Bangko Sentral ng Pilipinas and in the Association of Developmental Financial Institutions in Asia and the Pacific. He is also the National Public Relations Commissioner and Member Emeritus of the National Executive Board of the Boy Scouts of the Philippines, which he has also previously served as National President. This year’s honoree is the recipient of the Anvil Gawad Panday, the highest award of recognition from the Public Relations Society of the Philippines; the Gold Tamaraw Award; a Diploma of Merit from the Philippine National Red Cross; and the Millennium Role Model Award from the municipality of Sarrat, Ilocos Norte, where he was born on the 25th of September, 1931. The story of his meteoric rise from a simple newspaper boy to a big-time PR man has served as inspiration to all his colleagues, to all who know him, and to all the scouts who, under his tutelage, aspired to be and truly have become outstanding.
It is with great honor and pleasure that we name the 2011 Gawad TOBSPA for Community Service after no other than Mr. Maximino J. Edralin, Jr.

bilang pagkilala sa kanyang pamumuno sa pagtataguyod ng mabisa at makabuluhang kapatirang Scout ng Pilipinas at sa kanyang mga natatanging gawa sa paghubog sa kamalayan at kagalingan ng kabataang Pilipino na may dangal at walang pag-iimbot sa paglilingkod sa bayan.
Ito ay isang pagpupugay mula sa mga kabataang kanyang binigyan ng karangalan sa pamamagitan ng patimpalak sa pagpili ng sampung natatanging Scouts ng Pilipinas.
Siya ay isang huwaran sa lahat.

Dr. Gertrudes Dapia, representing the academe, a Professor at the Mapua Institute of Technology, a 1975 Bronze Service Awardee of the BSP, and a 2003 Gawad Tanglaw Awardee;

Scout Jerome Ilagan, TOBS 1990, representing the government sector, Technical Assistant at the Office of the President of the Republic of the Philippines;

Marivic Chavez-Ching, representing civic organizations, Chief Media Officer of Sagip-OFW and of the Office of Senator Manny Villar; and
-
Scout Maurice Albert Figueras II, TOBS 2002, representing TOBSPA, Regional Representative for the National Capital Region of TOBSPA, and Market Risk Officer at the Metropolitan Bank and Trust Company
After much deliberation among the panel of judges, Scout Miguel Ricardo Leung of Baguio City Council was declared the winner. Scout Leung impressed the judges with his project Trashformers, a recyclables collection event seeking to go beyond consciousness into active involvement in finding solutions to environmental concerns, involving the segregation of trash and making profits from recyclable material. TOBSPA is happy to announce that we have found the worthy recipient of this year’s Gawad. Scout Leung received a specially crafted TOBSPA medallion, a diploma, and 5,000 pesos.
