The Organization

Background

The Ten Outstanding Boy Scouts of the Philippines Association Inc. (TOBSPA) is the official organization of the national awardees of the Annual Search for the Ten Outstanding Boy Scouts of the Philippines (TOBS).

TOBSPA was organized in October 1995 as an auxiliary arm of the Boy Scouts of the Philippines (BSP) in the promotion of developmental objectives of the Scouting Movement. Over the years, the Association has been serving BSP in the annual TOBS Search, Scout Jamborees, National Training School, National and Regional Youth Forums, and public relations. TOBSPA also involved itself in various advocacies and developed linkages to promote youth development, social accountability and good governance. Past activities of the Association include Social Accountability Module, Governance Camp for Anti-Corruption Crusaders and Textbook Count.

On March 3, 2010, the Association was registered with the Securities and Exchange Commission, thus acquiring a personality distinct from the BSP. This legal entity enables the Association to be exposed to greater opportunities to better serve the Scouting Movement and the Filipino youth.

The Association currently has 228 members in various parts of the country and abroad with diverse expertise in law, medicine, engineering, business, finance, information technology, public service, education, media and entertainment, religious ministry, military service and Scouting.

The TOBS Search

The inception of TOBSPA was only made possible with the prior establishment of the TOBS Search. Launched in 1989 during the incumbency of Education Secretary Dr. Isidro D. Cariño as BSP National President, the TOBS Search aims to recognize Scouts’ sterling achievements in school and community leadership, academic excellence and good moral conduct. The Search is open to Boy Scouts who are Filipino citizens and enrolled as third year or fourth year high school students at the time of the Search.

The Scouts are evaluated through document reviews and panel interviews. Before reaching the national Search, candidates need to pass through stringent screenings at the local council and regional levels. The panel during the national Search is composed of representatives from the BSP, Department of Education, partner organizations and TOBSPA.
