TOBSPA redefines excellence

The Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA), the association of the winners of the annual search for the Ten Outstanding Boy Scouts of the Philippines, launched a program dubbed “TOBSPA at 15: Redefining Excellence.”

The TOBSPA aims to sustain its three-pronged efforts in 2010 – membership involvement, organization branding, and reaching out; its strategic direction for all initiatives in celebrating its 15 years of service to the BSP.  As the developmental arm of the BSP, TOBSPA commits itself to assist the BSP to deliver quality activities to the Filipino Scouts in pursuit of character building and citizenship training.

Likewise, it would partner with stakeholders in conduct of good governance projects to enhance Scouts’ involvement in nation-building, as well as to propagate the capability of Scouts in assisting institutions to enhance service through social accountability principles and best practices.

In the launch, former TOBSPA Chair Jerome Ilagan disclosed that the TOBSPA was formed as a response to the challenge of BSP leadership to participate in development works of the BSP and to conduct relevant projects for the benefit of society.

BSP Secretary General J. Rizal Pangilinan pointed out that the BSP needs TOBSPA assistance in assessing the various policy and management concerns that affect the implementation of activities.

For his part, APR Scouting Committee Chair and BSP National President Jejomar C. Binay lauded the accomplishments of the TOBSPA specifically in the area of good governance.

Towards the conclusion of the event, TOBSPA Chair Wigberto G. Encarnacion, Jr. thanked the BSP and APR leadership for their continued support to the TOBSPA activities.

The event was highlighted by the unveiling of the new TOBSPA logo for 2010 and beyond, “TOBSPA at 15: Redefining Excellence,” and the recitation for the first time of the TOBSPA Credo which would serve as the official pledge of commitment of the TOBSPA members.

TOBSPA pioneers Social Accountability Module

Even as tired Scouts trudged into the Jamboree site, colorful banners greeted them, raising heads with a series of Asian characters that fulfill specific roles in society.  Curious Scouts in various sub-camps could be heard asking questions about the newest module in the APR Jamboree.

The Social Accountability (SAc) activity is the most unique of the modules presented at the Jamboree.  For most Scouts, learning about the issues of leadership and collaboration via community immersions was a one-of-a-kind experience.

The SAc is a brainchild of the Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA), a group of top Filipino Scouts.  Since the 2007 National Scout Jamboree, also held at this Jamboree site, TOBSPA has increased participation in the recent camps through Scouts Summits and Forums.

Social Accountability involves private citizen groups to hold the government responsible for various public services.  SAc can be applied in developing countries to ensure that citizens receive vital social services and reduce corruption in the process.

Together with Affiliated Network for Social Accountability – East Asia and the Pacific (ANSA-EAP), TOBSPA introduced this concept to young Scouts through several distinctive personalities, featured in banners scattered around the campsite.  Characters include the Innovator, Communicator, Mentor, Enforcer, Organizer, Analyst, Advocate, and Guardian; all of whom play a relevant role in community issues.

In the module, Scouts act as private citizens in investigating the public schools, health centers, local government offices, and other concerns of the community.  In crews, participants visit barangays or communities to guarantee the delivery of public services.  After the immersion, Scouts develop their own tools to solve the issues of their community.

TOBSPA’s module serves as a valuable precedent for other Scout Organizations to replicate Social Accountability in their Movement.  At the exhibit proper, Scouts are given the chance to learn more about the other service projects of TOBS.

BSP announces 2009 outstanding scouts, TOBSPA welcomes new members

The Boy Scouts of the Philippines (BSP) announced the awardees of the 2009 Search for the Ten Outstanding Boy Scouts of the Philippines during the Awarding Ceremonies at the Session Hall of Makati City Hall last October 1.  The awardees are:

1. Giancarlo P. Ventura – Cagayan North-Tuguegarao Council
2. Pananalig R. Bautista – Baguio City Council
3. Joshua Carlo T. Pile – Bulacan Council
4. George O. Tanlimco Jr. – Manila Council
5. Patrick Dave Q. Bugarin – Rizal Council
6. Kevin Martin C. Faltado – Batangas City Council
7. Leonard Joshua N. Pena – Lipa City Council
8. Anthoddiemn Olin M. Navarro – Negros Occidental Council
9. Rhomeljustein C. Redoble – Cebu Council
10. Ronald Rey M. Adalim – Cebu Council

TOBSPA also presented the 2009 Gawad Dr. Isidro D. Cariño, TOBSPA Award for Community Service to Scout Romulo Owen A. Corporal III of Iriga City for his project Scouting for Agta Indigenous People.

The induction of the Association’s new members were also conducted during the awarding ceremonies.

TOBSPA celebrates 20 years of TOBS Search

In partnership with the Boy Scouts of the Philippines, the Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA) celebrated the 20 years of the Search for the Outstanding Boy Scouts of the Philippines with a Grand TOBS Homecoming on October 1, 2009 at Grand Villa Hotel, Pateros, Metro Manila.

The celebration was graced by BSP Secretary General J. Rizal C. Pangilinan who delivered the message of BSP National President Hon. Jejomar C. Binay.  He was joined by BSP Vice President for Mindanao, Atty. Allan Zulueta and National Scout Shop Director, Mr. Art Sales.

The exclusive TOBSPA neckerchief was presented and distributed to all awardees present.

TOBSPA holds General Assembly

The Ten Outstanding Boy Scouts of the Philippines Association (TOBSPA) held its Mid-Year General Assembly last July 26, 2009 at 1:00 in the afternoon at the Board Room of the Boy Scouts of the Philippines National Office.

During the gathering, the association evaluated its performance for the first half of the year.  Attendees were given updates on major projects and initiatives of the organization as well as plans for the rest of the year.  The upcoming 2009 TOBS Search in October, the 26th Asia-Pacific Jamboree in December, and the association’s plan to register with the Securities and Exchange Commission (SEC) were also discussed.

Bautista is BSP’s Candidate to APR Search

Scout Harrison E. Bautista, TOBS 2008, is the official candidate of the Boy Scouts of the Philippines to the Asia-Pacific Regional Award for Outstanding Scouts 2009.  The  Search will be held in Malaysia in October of this year.

Bautista was chosen after undergoing the Official Selection and Screening Process with fellow candidates Paul Julian G. Hao, TOBS 2007, and Willord C. Estero, TOBS 2008 in Baguio City last June 27, 2009.  The Screening was hosted by the BSP Northeastern Luzon Region and Baguio City Council.

TOBSPA handled the Selection Process after being designated by the BSP National Office.
